Introduction Increasing taxes on tobacco products is the most effective and cost-effective way to reduce tobacco consumption.13 It is recognised by the WHO,4 the WHO Framework Convention on Tobacco Control (FCTC),5 and the 2023 MPOWER report3 that high taxes are essential in reducing demand while generating additional revenue for governments.6 Raising tobacco taxes sufficient to increase prices by 10% would lead to an average decrease in tobacco consumption of 4% in high-income countries and by 5% in low- and middle-income countries (LMICs).2 4 Although tax policy is the most effective tobacco control strategy, it is the least implemented strategy and has seen the slowest progression since the adoption of the FCTC.3 As of 2020, only 40 countries had raised taxes to the WHO-recommended level of comprising at least 75% of the retail price of a cigarette pack,5 and this was particularly lacking among LMICs, where many have insufficient tobacco tax rates or have not levied any tobacco taxes at all, thus undermining the potential effect on reducing tobacco consumption and quitting behaviour
